The Guilford County Board of Education believes that the provision of funds for basic school programs is the responsibility of the Board. However, the Board recognizes that many special activities important to the schools are carried out with financial assistance from school parents and patrons and that such activities encourage many parents and patrons to actively demonstrate support for the school and its programs. Therefore, the Board's policy regarding fund-raising is not to prohibit but to limit and regulate so as to protect the health and safety of students and prevent encroachment on the instructional day.
Neither elementary nor middle school students shall be allowed to participate in door-to-door fund-raising activities in which they would be selling items or soliciting contributions, pledges, or orders. Elementary and middle school PTAs may conduct fund-raising activities if students are not involved in selling or soliciting.
High Schools or organizations within high schools may sell commercial products for related club or organization activities during non-instructional hours with the approval of the principal. School fund-raising projects shall be limited to two per year, however, organizations and clubs which have an official status within a school may engage in one additional annual fund-raising project specifically approved by the principal.
Officially sanctioned organizations, such as booster clubs, PTAs, etc., should become chartered as separate, legal non-profit entities so that they can conduct their activities in their own names.
School pictures, fees collected from students as provided by the Board, cafeteria operations, and faculty and staff projects, not involving students, which are initiated by faculty and staff, are excluded from this policy.
